Gov. Ralph DLG Torres stated Friday that he prefers not to give out fuel vouchers and instead plans to issue another round of local stimulus cash through the American Recovery and Reinvestment Act.

He stated that he and Finance Secretary David DLG Atalig had discussed the increased assistance numerous times. The governor stated that an audit report on American Rescue Plan Act funding is due by April 2022, after which they would be able to select how much to distribute.

“So we’ll give everyone an update on what’s available for our community in terms of additional stimulus,” he said.

Sen. Edith E. DeLeon Guerrero (D-Saipan) had previously introduced a resolution seeking Torres and Atalig to provide financial help to address the CNMI’s rising fuel prices through the implementation of a $500 fuel voucher program.

Separately, Rep. Christina E. Sablan (D-Saipan) has introduced a bipartisan House joint resolution to support the issuing of a new $500 per resident and $500 per dependant local stimulus grant.

Torres stated that providing stimulus allows beneficiaries to choose where they want to spend their money, even on petrol, comparable to the prior local stimulus payments that were distributed.

Torres emphasized that providing petrol vouchers will only benefit people who own vehicles.

“What happens to people who don’t have cars?” “If I give you stimulus…whether you have a car or not, you’ll be able to provide for your family,” he explained.

Torres stated that a local stimulus would be more equitable to all residents of the CNMI.

“We’re hoping for a lot more than $500.” “At the end of the day,” he continued, “the more we give to our community, the better it is.”

The governor stated that he cannot specify how much money would be distributed or when it will be distributed until Atalig has completed the auditing reporting procedures.

“We’ll contribute what we believe we can while also protecting the priorities.” So that will be the method for the next stimulus as well,” he said.
